Best Beaches
Ranked by verified guest reviews — the best sand, water, and island escapes
Cebu is surrounded by some of the most diverse beach environments in the Philippines. The Mactan coastline offers resort beach clubs and calm, reef-sheltered waters ideal for families. Heading north, Malapascua Island has powder-white Bounty Beach — a beautiful arc of fine sand facing the Visayan Sea — alongside world-class thresher shark diving. The Camotes Islands, a two-hour ferry from Danao, have pristine white-sand beaches and a relaxed pace rarely found this close to a major city. In the south, Sugar Beach near Dumaguete's spillover reaches into Cebu province, while hidden coves around Badian and Moalboal reward independent travellers willing to explore.
How are these rankings determined?
Rankings are based on verified guest review ratings submitted through the Island Seeker directory. Businesses are sorted by average rating (highest first), with ties broken by total review count and featured status. The list is updated in real time as new verified reviews are submitted. Only active, verified listings appear.
insider tips
Mactan's beaches are resort beach clubs, not natural strands
Most of Mactan's useable shoreline is controlled by resort properties. Public access is limited and the natural coastline is rocky in places. The best Mactan beach experience is through a resort day-pass (typically ₱500–₱1,500 including pool, sun lounger, and a food/drink credit) at properties like Shangri-La, Crimson, or Movenpick.
The Camotes Islands are worth the ferry ride
The Camotes Islands — accessible by ferry from Danao Port (north of Cebu City, about 1.5–2 hours from the city) — have white-sand beaches, a freshwater lake (Lake Danao), and almost no tourist infrastructure. Santiago Bay and Mangodlong Beach are the standouts. Budget travellers willing to base here for a night or two are rewarded with a genuinely off-the-beaten-track Philippines experience.
South Cebu's best beaches require a car or motorcycle
The coves around Badian, Alegria, and southern Cebu are difficult to reach by public transport. Renting a motorcycle (₱400–₱600 per day) or hiring a van with a driver (₱2,000–₱3,500 for the day) gives you the flexibility to explore hidden beaches, waterfalls, and viewpoints that tour buses skip. Driving in Cebu requires confidence — traffic in the city is heavy.
Moalboal's beach is pebble, not sand — manage expectations
Panagsama Beach in Moalboal — home to the famous sardine run — is a pebble and rocky beach, not a white-sand one. Pack water shoes for shore entry. If you want sand alongside your dive/snorkel experience, White Beach in nearby Basdaku (10 minutes by habal-habal) or a boat trip to Pescador Island solve this easily.
questions & answers
What is the best beach in Cebu?
It depends on what you are looking for. For resort beach-club convenience with calm water, Mactan Island's resort beaches (particularly at Shangri-La and Crimson) are the most polished. For natural white-sand beauty, Malapascua Island's Bounty Beach and the Camotes Islands' beaches are harder to beat. For a combination of beach and adventure (diving, canyoneering), Moalboal and the south Cebu coast offer the best all-round experience.
How do I get to Malapascua Island from Cebu City?
From Cebu City's North Bus Terminal, take a bus or van to Maya Port (approximately 3–3.5 hours). From Maya, pump boats run regularly to Malapascua Island (approximately 20–30 minutes, ₱100–150). The last boat from Maya is usually around 5–6 pm. Most dive resorts on Malapascua can arrange private transfers. The journey is long but the island — especially for thresher shark diving — is worth it.
Are the beaches near Moalboal good for swimming?
Moalboal's Panagsama Beach is a black-and-grey pebble beach rather than white sand, but the water is excellent for snorkelling and diving — the sardine run swirls literally metres from the shoreline. White Beach in nearby Basdaku is a more typical sandy beach suitable for swimming and relaxing. For the classic white-sand beach experience near Moalboal, a short boat ride to Pescador Island or Sumilon Island offers both. Most visitors come to Moalboal primarily for the marine life rather than sunbathing.
Can I day-trip to Cebu's best beaches from Mactan?
Several excellent beach and island-hopping day trips operate from Mactan. Hilutungan Marine Sanctuary, Caohagan Island, and Olango Island are all within 20–45 minutes by pump boat and can easily be done in half a day. The Camotes Islands require an early start for a full day trip. Malapascua and Moalboal are better as overnight stays given their distance. Most Mactan resort hotels have on-site tour desks that can organise all of these.
