Top 10 Hotels in Cebu

Ranked by verified guest reviews — the best-rated stays across the island

By Island Seeker Editorial Team·Updated March 2026

Cebu's accommodation market divides clearly between two zones: Mactan Island, connected to the mainland by two bridges, is home to the island's flagship beach resorts — including several that regularly rank among the Philippines' finest — with private beaches, dive centres, multiple pools, and direct water access. Cebu City itself caters to business travellers and independent tourists with everything from international business hotels in the IT Park and Cebu Business Park to budget guesthouses near the port. South Cebu adds a third dimension: remote eco-resorts and dive lodges in Moalboal, Oslob, and Badian for travellers chasing the island's world-class nature experiences. Rankings below pull the highest-rated properties from verified guest reviews.

How are these rankings determined?

Rankings are based on verified guest review ratings submitted through the Island Seeker directory. Businesses are sorted by average rating (highest first), with ties broken by total review count and featured status. The list is updated in real time as new verified reviews are submitted. Only active, verified listings appear.

insider tips

What to Know Before You Go

Book Mactan resorts months ahead for peak season

Shangri-La Mactan, Crimson, and Plantation Bay book out 2–4 months in advance for December–February and Holy Week. If you have fixed travel dates, reserve as early as possible. Shoulder season (March–May, September–October) offers similar weather with much better availability and rates.

Mactan and Cebu City serve very different traveller types

Mactan is a resort island — excellent beaches and facilities, but limited authentic local experiences. Cebu City has the history, food, and culture. Splitting your stay (a few nights each) gives the best of both. Mactan to Cebu City is a 25–40 minute taxi or Grab ride depending on traffic.

Grab is the most reliable way to get around

Grab (the Southeast Asian ride-sharing app) works well in Cebu City and Mactan and is significantly more reliable than flagging down metered taxis. Download it before you arrive. Habal-habal (motorcycle taxis) and jeepneys are the fastest options inside Cebu City for short trips during traffic.

South Cebu dive resorts are affordable and uncrowded

Moalboal and Badian dive lodges are a fraction of the cost of Mactan resorts — expect $40–$100 per night with meals, two dives, and tank fills often bundled in. They attract a different crowd (serious divers and backpackers) and offer a quieter, more immersive experience than the large Mactan properties.

questions & answers

Frequently Asked Questions

What is the best hotel in Cebu?

The top-rated hotels in Cebu based on verified guest reviews are predominantly the luxury beachfront resorts on Mactan Island — including Shangri-La Mactan, Crimson Resort & Spa, Plantation Bay, and Movenpick Hotel Mactan — which offer private beaches, multiple pools, and comprehensive dive and water-sport facilities. Specific rankings update as reviews arrive — see the current list above.

Should I stay in Mactan Island or Cebu City?

Mactan Island is best for beach holidays, diving, water sports, and resort relaxation. It has limited authentic local dining and sightseeing but excellent resort infrastructure. Cebu City is better for exploring the island's history (Basilica del Santo Niño, Fort San Pedro, Magellan's Cross), eating authentic local food, and using the city as a base for day trips to Kawasan Falls, Oslob whale sharks, or Moalboal diving. Many visitors split their stay — a few nights at a Mactan resort and a night or two in the city.

How much do hotels cost in Cebu?

Budget guesthouses and hostels in Cebu City start from $15–$35 per night. Mid-range hotels in Cebu City and Mactan run $50–$120. Luxury beachfront resorts on Mactan Island typically cost $180–$500+ per night for a standard room. Dive resorts in Moalboal and Oslob range from $40 to $150 depending on the level of comfort. Prices peak during the Sinulog Festival (third Sunday of January) and Holy Week (March/April), when advance booking is essential.

Are there good dive resorts in Cebu outside Mactan?

Yes — Moalboal on the southwest coast is arguably Cebu's best dive destination, famous for the permanent sardine run (a swirling school of millions of sardines just metres from shore) and easy access to turtle-dense reef. Oslob in the south has whale shark watching as well as basic dive facilities. Badian has the Kawasan Falls canyoneering experience and emerging dive sites. These south Cebu dive lodges are far more affordable than Mactan resorts and attract serious divers over resort holidaymakers.
