What are the best free or low-cost things to do in Cebu?

Snorkelling the Moalboal sardine run is effectively free beyond the small beach fee (the sardines are metres from shore). Visiting Magellan's Cross, the Basilica del Santo Niño, and Fort San Pedro in Cebu City costs little to nothing. Carbon Market — Cebu's vast public market — is a vivid, free cultural experience. The Taoist Temple in Beverly Hills (Cebu City) has panoramic views over the city and is free to enter. Oslob's whale shark encounter has a modest entrance fee (around ₱1,000 / $18) that is among the cheapest cetacean encounters available anywhere in the world.

Can I do Moalboal, Oslob, and Kawasan Falls in one day from Mactan?

Oslob whale sharks and Kawasan Falls canyoneering are commonly combined as a single long day trip (depart by 3–4 am to reach Oslob before the morning quota fills). Moalboal is in a different direction (southwest coast) from Oslob (southeast coast) and is not practically combined with Oslob in one day. Organised day tours from Cebu City and Mactan run both combinations separately — book ahead, as Oslob quotas fill quickly during peak season.
